If you don’t have it installed or need to upgrade to the latest version, find it in the Microsoft store. You can either enable or disable the integrated camera through this application. The toggle should be grey in color when disabled and an image should show. Make sure the setting for Camera Privacy Mode is set to Off. If so, you'll need to click on the function key "Fn" (in the lower left hand corner of your keyboard) and the camera key at the same time to turn your camera on or off.
